They Just Want Cruelty Quest Walkthrough
You’ll eventually find the man who sent the note with the mercenary looking at the graves of “heroes”. He’ll deduce that you are more than you seem and asks you take the boat to the arena. Take his boat nearby and head for the shipwrecks to the east. Inside the cliffs is the gateway to the arena. Speak to the man outside the gate to complete the quest.
