  2. The information above will not help you solve any of the appeals. I have done my best to explain my method (or madness).

    For Level 12 Appeals:
    Unlike working on Level 1, here you have some power to make decisions and ultimately to ACCEPT or REJECT an appeal.

    STEP 1:
    Begin by reading the appeal and then looking at the options for Step 1 in the left tab.

    If you agree with the arguments made in the appeal and the options in the left tab allow you to move forward positively, then you should go ahead and help this person. You have now begun to ACCEPT this appeal.
    (Example: They have good quality information for The Ministry of Technology)

    STEP 2:
    Or Stamp 2 is mostly about trying to figure out where the appeal should go. Look out for indications of ministry & type of appeal for the best choice.

    In Step 2 you can also choose to reward (or punish) the informant. This choice is not always present, but when it is, you gain it as an extra correct choice (if you choose it).
    (Example: Information + Ministry of Technology. Also possible + Reward)

    STEP 3:
    Finally you must make your decision. We chosen a POSITIVE path so far and so we should continue and choose a positive outcome here.
    (Example: Archive Information or Enact Complaint)

    Appeals mostly fail when Step 1 & Step 3 are disjointed.

    Example 1:
    Informant has good information. You send it to the correct department in Step 1 & you pay the informant in Step 2, but in choice 3 you destroyed the information instead of archiving it)

    Example 2:
    You get a complaint that a work colleague has been closing windows. Ridiculous complaint, so you decide to reject this fool & be NEGATIVE. In Step 1 you normally have more than 1 option, so look out for options which reject his complaints. In Step 2 you can choose to arrest him, send him to a labor camp or worse. In Step 3, if you chose to punish the person, you should enact that punishment. If you chose to reject their claims, then simply discard the appeal and so on. Generally there are more than 1 correct stamp options in each stage, but its still easy to trip up.

    I still get a few wrong from time to time, so this explanation is not full proof, but hopefully it will help. Remember you can always reload the last autosave if you get a stamp wrong if you do it BEFORE hitting next, so less trigger finger & more careful finger required here. Good luck!
