Recruitment Blues Summary
The elevator you need to take is blocked by a laser grid. You need to register yourself on Fort’s Security system. Go to the bulletin board and follow the hall and go up the ramp. keep going up the floors and eventually, you will come across another laser grid.
Use the Terminal and select “Register New Personnel” the access will be denied. Head to the room at the hall’s other end and read the note labeled “Squire Evelyn’s journal”.
Military-Issue ID
Now you need military-issue ID which can be obtained by completing training at Camp McClintock. Go and get the ID if you haven’t already. Now the iD needs to be printed.
Get to the Charleston Capitol Building and enter the Charleston Capitol DMV building. Use the terminal inside and select “Government ID Application”.
Fill out information and approach the DMV Bot B2. Print a number from the printer and get to the computer terminal in the center of the room. Select “Boot Up Department B” and the robots will start their work while you fight monsters and wait for your number.
Once the number is called, go to the DMV Bot B2 and leave the building and follow the objective marker to an old mailbox. Pull the junk mail and reenter the DMV. Give the junk mail to DMV Bot B2 and it will tell you that you need another form.
Exit the building and get to Charleston Capitol Courthouse. Drop to the bottom floor and grab the form. Go back and hand the form to DMV Bot B2 but it will tell you that you are in the wrong department.
Talk to DMV Bot C1 and use the number printer. Use the terminal in the center of the room and select “Boot Up Department C” and fight the Fela Ghouls and wait for the number to be called.
Your number will be called but the will have to wait for his coffee break to end. Then he will ask you to grab your Birth Certificate. Use the terminal to investigate the error and then head through the doors on the rooms south side to find the Governer’s Seal. Once found, use the Seal to stamp the document and return to the bot get your picture taken and get your ID.
Get back to Fort Defiance and go through the left door and go to the top of the building and use the terminal and select “register New Personnel” and then “Scan Military ID card”. Now you are the member of the Brotherhood. Use the elevator and go to the fourth floor and use the Computer Terminal and select “Urgent: Touchdown Recovery” to complete the quest.

Once you complete the Brotherhood of Steel quest Defiance has Fallen, you must complete the Quest Back to Basic at Camp McClintock to earn a Valid military ID. Once that Quest is completed you can then return to the Brotherhood quest line through this quest, Recruitment Blues. This mission has you traveling to the Charleston DMV to get a valid government ID because without it, you are unable to Join the Brotherhood.
First thing to do, if you are already not there, is travel back to Fort Defiance. Once there head to the back north end of the building and up the broken roof that creates a nice ramp.
Take the ramp up to the second floor, there will be some junk to scrap for crafting, but to get to where you need to go you can take a short cut by walking against the wall where the floor collapsed (the same floor you used as a ramp). There is a small ledge sticking out, use that to cross the gap to the other side. Once you cross the gap take the first door on your right, there will be a set of stairs you can take to the Third floor.
Once you’re at the third floor, you will once again see the laser-grid guarded elevator. Interact with the terminal across from it and activate the scan under the option [Register New Personnel]. It will fail because you lack the proper ID. Continue to search the 3rd floor for clues on how to bypass the security grid.
In the West end of the third floor there is a barracks across from a bathroom. Inside the barracks on the bottom shelf of the metal shelving at the end of the room titled “Squire Evelyn’s Journal-Page 16”.
This note reveals you need a government issued ID to enter through the laser grid. If you already have completed Back to Basic, you have one half of the necessary government ID. The other half necessary is going to be a Government issued Drivers license…Looks like your’e going to have to go to the DMV.
Getting Form DMV-AT-21C
Travel to the Charleston Capital building, located on the edge of the Forest and Ash Heap regions of Appalachia.
Once there, head east towards the Charleston Capitol DMV. Interact with the door to trigger a load screen. Inside the lobby, against the west wall is the DMV Application Terminal. To start your application process, you will need the Government ID application form (DMV-AT-21C). This will ask for the Soldier Certificate you earned for completing the Back to Basic quest.
Answer the following questions (the answers don’t matter) and you will then be rewarded with Form DMV-AT-21C. Take your form to DMV bot B2 in window 3. Whoops sorry! You have to wait B2 will instruct you to take a number from the printer to your right. Interact with the printer and wait for your number to be called over the speaker. To start the waiting process, activate the terminal in the center of the room and boot up department B.
As you wait for your number, Feral Ghouls will begin to poor into the waiting room. Time to cut down the wait!
Defend yourself until it is your turn to once again interact with Bot B2. Since it is now your turn, He will be glad to accept your completed form.
OH NO.
B2 forgot he can’t accept this form and directs you to Bot C1 instead.
Turning in Form DMV-AT-21C
Looks like we aren’t done, time to turn in the form to the (hopefully) right bot this time. Interact with C1 across the room who will again instruct you to take a number.
Wait for your number to be called and prepare for more Feral Ghouls to attack. Much like the other system, boot up the terminal in the center of the room again, but activate department C instead of B.
Feral Ghouls will again start to poor into the room as your numbers are called. Once you turn in your form, it seems J24 was tired of waiting for his number to be called.
Go ahead and teach him to wait his turn.
Solving Error 34B/1
Well, you turned the form in, but it seems their was an error.
Return to the DMV Application Terminal.
Select the Option [Error Code Handling]
From the List of Error codes that appear you will see Error code 34B/1. Select it and find out what exactly the issue is.
Turns out there is no way the DMV can verify your application without a Valid Birth Certificate. With the whole apocalypse and everything it is pretty unlikely you will be able to find that…
Luckily the Terminal mentions that you can solve this by getting the seal of the Governor. Good thing you are already in the capital. You will be dispensed a form.
Exit the DMV and go across the way to the Charleston Capitol Courthouse.
