You need to turn down the “Texture Streaming Pool Size” setting. Just keep turning it down one at a time until the stuttering stops. That’s all you should need to do.

Explanation

From how many people I’ve helped through in game chat with this fix, it seems like the setting is too high by default for most people. Mine was set to 5GB and through monitoring software I saw it was maxing out my VRAM and RAM. I have a GTX 1070 (8GB VRAM) and 8GB RAM. I turned it down to 3GB and there is no stuttering and it uses ~6.5GB VRAM and ~7.5GB RAM.

Another thing you can do that might help is turn down the “Dynamic Shadow Resolution” and “Cascaded Shadow Map Resolution.” Mine are all the way down. Before I tried the pool size I turned those down and it seemed to help a bit.
