You need the full game and demo version.

• Copy the config file from demo folder:
  • \steamapps\common\th19tr\th19.cfg
• Go to full game folder:
  • \steamapps\common\th19\
• Replace th19.cfg with the copied file.

Now you can rearrange key buttons however you want, it will work and the game won’t forget the settings.
