The circled arrow is a door that if opened from its right side, prevents access to part of the level again. This has been confirmed by developers as by design, though the cage from the room left of weapon 13 was patched in 1.0.4 to open when coming back through in reverse allowing access again.

Afterword
The only thing missing from this guide for achievements is the locations of the Magics canisters to increase the maximum number of casts, though at present the achievements for magics are not awareded.
After further testing, memory 85 and 91 currently share the same space and both are awarded at the same time, this may change in a future update.
