I looked at -PEves-‘s guide, it’s pretty detailed and good. But in that one, you have to wait or hit to get it out of bed or the toilet while the prisoners are in their cells. I found an easier way and within 2 game days I found 18 cookies from almost every cell.

Everything will be easier if you finish the main story first and unlock the free mode, so you can do it whenever you want.

Choose the prison stroll from the routines. But don’t go to the yard! Go to cells instead. No prisoner will be in his cell. This way, you won’t have to hit them or wait for them to get up.

Also, looking at my experience as I play, it seems that the probability of getting cookies increases when there are no prisoners in the cells. I found almost 2 cookies per cell.

In addition to the other guide, I suggest you check under the sinks because I found the most cookies there.

By following this tactic I managed to find 18 cookies in two game days! If you have already found cookies, this will be enough for you, otherwise you can get the Achievement in a maximum of 4 game days (quickly by choosing a single routine).
