To reach that safe you have to threaten the man presented in the picture above. He will open the safe. Take the money out. After that, you can either leave the shop or kill every single witness.

Go inside the store and threaten the man with your weapon. Tell him to open the basement.
The basement has a locker with a weapon and a box with money.
